The 83 Magnas didn't have rev limiters but all the later ones did. The rev
limiter was built into one of the two spark boxes. They were interchangeable
but the one with the limiter was slightly bigger.

IIRC the 1100s had a 9500 redline and the 700/750 models had 10,000 but I could
be wrong. In any case, shutting off at 7k is not a rev limiter kicking in, it's
almost certainly carb related. Could be a ruptured diaphragm or plugged jets,
or both. Could even be tight valves but I doubt it.
