Default City of Myrtle Beach

This is long so I'm starting a tab.

This is kind of long. The proposed new options by The City of Myrtle
Beach to help make the Bike Rallies unpopular. In other words kill
them.

Full text is here:

http://www.cityofmyrtlebeach.com/PDF...--%20DRAFT.pdf

I like these:

926 AN ORDINANCE TO PROHIBIT THE PARKING OR STORAGE OF BOATS
927 AND BOAT TRAILERS; SEMITRAILER, TRACTOR, TRAILER, OR
928 OVERSIZED VEHICLES AS HEREIN DEFINED ON PUBLIC STREETS AND
929 CERTAIN PRIVATE LOTS; THE VIOLATION OF WHICH IS AN
930 ADMINISTRATIVE INFRACTION

There is clarification on the above later on. So no motorcycle
trailers allowed.

473 Sec. 14-204 INSTITUTING ADMINISTRATIVE HEARINGS: All Sworn Police
474 Personnel, all Code Officers, all City Inspectors and Fire
Prevention Officers are hereby
475 authorized to institute an administrative adjudication hearing by
issuing a violation notice
476 specifying the date, time and place of the violation, the
ordinance or ordinances violated,
477 the assessment levied and the identification and signature of the
person issuing the
478 violation notice, and the date and location of the hearing.

Since its an ADMISTRATIVE INFRACTION and not a crime you are guilty
unless proven innocent but the guy writing the ticket is the judge who
will decide.

340 9) Any cooler, table, cooking device, appliance used or placed on
without lawful permit,
341 on private property in a required parking area or landscaped area
of a payer of
342 hospitality tax or accommodation tax, or the site of any short
term residential rental.

So if you are a tourist and have a cooler stored visibly where you are
staying you are guilty of an ADMINISTRATIVE INFRACTION.

Noise violations:

1173 AN ORDINANCE TO PROHIBIT THE OPERATION OF MOTOR VEHCILES
1174 THAT DO NOT HAVE REQUIRED EPA STICKERS OR THAT EXCEED
1175 ESTABLISHED SOUND LEVELS; TO PHOHIBIT THE OPERATION OF ANY
1176 MOTOR VEHICLE THAT ARE NOT EQUIPPED WITH ANY EXHAUST
1177 MUFFLER APPROVED BY THIS CHAPTER; THE VIOLATION OF WHICH IS
1178 AN ADMINISTRATIVE INFRACTION AND TO DECLARE VEHICLES IN
1179 VIOLATION TO BE A PUBLIC NUISANCE, AND IMPOUND, TOW AND
1180 STORE SUCH VEHICLES UNTIL THE VEHICLE CAN BE REMOVED FROM
1181 THE CITY LIMTS WITHOUT OPERATION IN VIOLATION OF THE LAW.

I’ve never seen a muffler with an EPA sticker. Mine don’t and they
are stock. They go into a lot more detail following this sections but
these are two of my favorites:

1222 e. It shall be an administrative infraction and a public nuisance
to operate within the
1223 city limits a motorcycle manufactured before December 31, 1982 or
any custom
1224 built motorcycle that has a measured noise level of more than 83
decibels on the
1225 decibel meter when measured 20 inches from the exhaust pipe at a
45 degree
1226 angle while the engine is operating at 2,800 revolutions per
minute for one and 2
1227 cylinder motorcycles and 3,500 revolutions per minute for any
motorcycle with 3
1228 or more cylinders.

1281 TABLE N
1282 Maximum Allowable Noise Sound Pressure Levels for Motor Vehicles
1283
1284
Type of Vehicle Maximum Allowable Sound Pressure Level Measurement
Distance from Motor Vehicle
Motor vehicles weighing less than 10,000 82 dB(A) 25 feet
pounds, manufacturers gross vehicle weight

See a problem between the two? 82dB(A) vs. 83 and 20" vs. 25'. I
don’t think a stock Harley will pass the requirement at line 1225 and
a stock Harley is quiet.

There is a ton of stuff on helmets. SC has a helmet law so it’s not
ignored by the State. MB position is that by implementing an
ADMINSTRATIVE INFRACTION for public safety reasons they can do this.

This just going to tick off everyone driving a car:

1388 Sec. 12-102. One motor vehicle per space
1389 It shall be unlawful for more than one motorized vehicle to
occupy a parking space at any
1390 time. Each vehicle shall be ticketed.

Rather draconian. Be interesting to see if the SC Attorney General
will weigh in with an opinion. Also going to be intersting to see
which parts they will actually try and implement.

Tabs still open if you made it this far.

Sounds to me like they're pretty much outlawing tourism and outdoor activity
of any sort.

Went to the Myrtle Beach event once years ago. It was ok, but not
particularly outstanding in my opinion. I've been in the area a few times since
then, either on or towing a motorcycle. Every time, I've heard disparaging
comments from the locals. At two campgrounds I was refused entrance because I
was towing a motorcycle, even though I wasn't going to use the bike, & was just
looking to camp overnight.
Our last time in the area was earlier this year. We stayed at a motel
south of Myrtle Beach, & only stopped to shop at a few places on a leisurely
ride through the town the next morning. Even then we heard disparaging comments
about motorcycles & the events. Particularly annoying were the comments about
"Black Bike Week".
For me, the people of Myrtle Beach have shown themselves to be racist,
anti-motorcycle, elitists. The efforts you've reported don't surprise me. They
could be used to restrict almost any kind of event, but would obviously be
applied only at the discretion of the local government, ie: during bike events.
It's their city. They make their living on tourism & golf. They don't
like us, & are not people I want to be around. I won't be attending any events
there, & will probably avoid the area on future trips, so finding a more
friendly location for future events would seem like a winning situation for most
of the people involved. JMO, YMMV..............

The NC/SC Dealers Association is actively looking for an alternate
site with Wilmington, NC and the OBX being possibilities.

You should have yelled, you could have stayed at the house.

The City of Myrtle Beach starts just south edge of the airport and
runs up to just north of the Dunes Club. Starts at the ocean and
stops at the intercoastal waterway. Total population maybe 25k.

Most of the stuff people complain about (including BBW which I do ride
down for) is just made up. The traffic is bad but so is it the rest
of the summer. MB made the traffic situation worse with their traffic
pattern on Ocean Blvd. A large group of bikes with open exhaust is
annoying though.

Never had anyone make a disparaging comment to me but you do see
hotels, gated communities and non-gated neighborhoods that will have
no-bike signs posted or have it in the home owner association
restrictions.

Be interesting to see how it plays out.

Didn't realize you were that close. We were on our way to hook up with
Len for MAMMARY. Stopped for drinks at a restaurant/bar in Murrells Inlet & got
an ear full about "Those" bikers at "the other" bike week, along with a
suggestion to not go any further north for lodging.
We went south because we wanted to browse our way throught the town the
next day (we had *lots* of time). Got an obsceen price & some attitude at a
motel around Pawleys Island, so we went back to Georgetown. Got a reasonable
room, a good meal, & a couple of drinks. Spent the next morning puttin' from
touron shop to touron shop listenin' to sales people talk about "that kind" of
biker at "the other" bike week. I was surprised to hear so much of that
attitude. Saw & waived at quite a few of the Black Bike Week riders as we went
through town, but there didn't seem to be enough to call it a big ralley.

We've got our "vocal minority" here for Bike Week & Biketoberfest, but
I've never heard of anyone being turned away. They usually quiet down while
you're handin' 'em money..........8^)

Ask me 'bout the home owner association in Jax when we get to S.C.U.M.,
it's better over a beverage.............8^)

Fire prevention officer? WTF?
I can just see the plumbing inspector chasing after someone yelling
"Citizen's arrest, citizen's arrest" ala Barney Fife.

This one will never stand up in court. Seems that if the bike can be
licensed and registered it should be able to be ridden on a public street.

Sounds like they're setting themselves up for a big reduction in state and
federal funding. Hope they issue a lot of tickets, they'll need the money.
I personally could care less about MB. Been there, done that, wasn't
impressed.
If they don't want tourism dollars, then fuck 'em. Then again there's
always hope for a hurricane.

I'd rather pass on the hurricane. Can't we just napalm the area or
something?

My wife and I were considering going down the east coast next year for a
vacation road trip... I wrote to the information officier at MB to inquire
if they were serious about that level of discrimination. If so maybe I'll
reroute to the Midwest, or central areas of the country.. and stay away from
the coast(s).

Well, it would give me a chance to try out my motorcycle storm chaser
idea I guess.
Something you've already tried out earlier this year eh?
As far as Myrtle Beach goes, screw it. Everybody come on up to
Wilmington. We were #2 in beer consumption in the nation, second only to
Melbourne Florida. With any luck we can take the number one spot next year.
