Not good. They could tie Federal highway dollars to compliance at the
state level.

I feel folks should have a choice on using a helmet or not even though
I use one and hope I would even if I didn't have to... I wear one when
on my wife's unlicensed scooter, but it's not required (go figger).

Again? Isn't there a .. let's see, what is the legal term .. a
precedent .. that such a 'compliance' wouldn't work? Remember, such
compliance was rescinded years ago.

We have a choice here in NM. Most times I wear one but, once every so
often I tie on my do-rag and go for a midnight ride.
